I think it’s fair. If your constantly flaking on her, then maybe a cancellation fee will either make you more accountable for it or she can start leaving your out for friends who actually show up.

I feel like I am leaning more towards agreeing with your friend.
This is my own issue but I have cut out friends that constantly cancel. I'm much happier with reliable friends, my old ones just brought disappointment.

Right, looks like I’m canceling not only dinner, but also the friendship. Peace out. ✌️

So annoying when people cancel on you. Maybe you don’t owe the money but you still owe them big time for cancelling. Many restaurants now ask for a deposit, at time of booking, as they loose money when people don’t show up. So maybe the way forward, the friend could start collecting deposits from everyone & then you know up front you will not get your money back if you pull out for any reason in future?

“Pretty sure cancellation fees have to be disclosed upfront. Please direct all further correspondence to my attorney, who is also wondering what the fuck is wrong with you.”
