We Remember and Honor LAPD Officer Charles D. Heim, End of Watch (EOW) October 21, 1994, Gunfire On Friday, October 21, 1994, LAPD Hollywood Division Officers Charles Heim and Felix F. Pena conducted a follow-up investigation at the Dunes Motel after they learned during a traffic stop that a narcotics dealer might be using a room there to sell drugs. The officers knocked on the door, and a woman answered. Officer Heim stepped in the doorway, but before he could even ask a question, a hail of gunfire greeted him. Heim took two rounds in the upper body, and Officer Pena took one in the right hand. Officer Heim died a few hours later at Cedars-Sinai Medical Center. SWAT officers descended on the motel, but the suspect jumped out of the second-story bathroom window and escaped. The next day, he was not so lucky. An anonymous tip to the LAPD led officers to the suspect in a room at another motel. A standoff began in which the suspect, Manuel Vargas Perez, a known gang member, declared he would not be taken alive. SWAT officers burst into the apartment a few hours into the standoff. Perez took one round in the throat from the rifle of one of the tactical officers, then shot himself in the head with the handgun he used to kill Officer Heim. He died at the scene. Officer Charles Heim served on the LAPD Mounted Enforcement Detail. His duty was to lead the riderless horse at police funerals. Because of this, his wife, Beth, also an LAPD officer at Hollywood Division, requested no riderless horse at his memorial service. But an honor guard of his fellow Mounted Enforcement Detail colleagues attended on horseback. Chief Willie Williams' failure to immediately return from a wedding anniversary trip to Las Vegas upon learning of Officer Heim's death caused considerable controversy within the LAPD. It was not until Sunday, two days after Heim's death and one day after the suspect's death at the hands of SWAT, that the chief finally appeared on the scene. This apparent lack of compassion toward Heim's family and Hollywood Division personnel contributed to the case against Williams, which led to his not being reappointed as LAPD chief. Charles Heim, 33, served with the LAPD for 11 years. In addition to Beth, his son from a previous marriage, 12-year-old Charles II, survived him.
