It depends on maturity. if you're doing well in school, work hard on your grades and whatever extracurriculars you're a part of, then makeup isn't a big deal. but if you can't focus on your grades, the whole reason you're in school, then your focus doesn't need to be on makeup and outward appearances. It's your job as a parent to be "uncool" sometimes and redirect your kids. ESPECIALLY in middle school.
