How does oil in the oil pan but no oil in the filter damage the engine. Unless the filter is the thing circulating the oil (I never saw an oil pump in the filter) filling the filter with oil makes no sense.

not true. as a mechanic I've never seen or heard about this being done. We remove the filter and place it open side down on the oil catch basin to properly drain.
