I think people on both sides don’t understand what Reddington has been doing. He is making nuanced legal arguments, some of them more far fetched than others. People are looking at everything he says as if it stands alone out of context of the lifespan of this case and the specific laws he as a lawyer is trying to argue that the average person has zero awareness of to try to understand the context of his arguments.
