Ukrainian officials strongly dispute his claim. On October 24, Ukraine’s Defense Ministry announced that Starlink and Starshield connection speeds had recovered, with stable connections reported at speeds exceeding 400 km/h. Musk said Ukraine’s forces had “violated Starlink terms of service and used it for offensive drone strikes to kill people.” He added, “That loophole was closed last week.” However, Ukrainian officials rejected his account. President Volodymyr Zelenskyy’s adviser Serhiy Beskrestnov said technical restrictions made it impossible to use commercial Starlink for the type of long-range strikes Musk described. Former Defense Ministry adviser Serhiy Sternenko also denied the accusation, saying, “As someone who was involved in the process at the Ministry of Defense, I can say with certainty that this is not true,” The dispute follows more than a week of connectivity restrictions that Ukrainian officials said disrupted military communications and drøne operations. US President Donald Trump reportedly urged Musk to restore access. However, responsibility for the restrictions had been disputed by US officials and Musk. Starlink is a commercial satellite internet service operated by SpaceX, while Starshield is a separate system designed for government and military use.
