I used to tell the customer "let me see what my manager can do", go to my manager and say "I know we can't legally do this, I already told them we can't legally do this, so I'm just here to let them know my manager said we can't legally do this", she'd say "yep, you're right" and I'd go to the customer and say "unfortunately my manager cannot override this law for any reason, I'm so sorry" and that was the end of my involvement
