@dershpiel: The NYPD is proposing a three-year contract worth up to $750,500 with Israeli technology company Cognyte for equipment that helps police locate suspects through their cellphones. Called FalcoNet, the system acts like a cellphone tower, prompting nearby phones to connect. Investigators can then use the signals to narrow down a target phone’s location. The proposed deal includes hardware, software, training and support for the NYPD’s Technical Assistance and Response Unit. NYPD rules generally require a search warrant, with limited exceptions for emergencies and missing-person searches. The department says these devices locate phones without collecting calls, texts or photos.
