Carrick has to go, unfortunately. What has to happen, is it needs to be a reset, with at minimum Wilcox following him immediately. Unless that happens, and there is constructive change, it won't change. New manager needs to be backed with a major overhaul and clear out, the cost of that will be less than the financial damage on the club as this continues year on year.

But why would elite players want to go to MU now? Putting blame of lack of elite players in current MU predicament is just an excuse. How many elite players did Arteta sign when he just took over at Arsenal? Many were either unknown or good players but not elite, with exception of Declan Rice. Good results come with good coaching, manager and players believing in a common direction and objective, and harmony and morale within the club at all levels. MU has none of those.
