I don’t think it’s “normal” I’ve got a 8 year old golden lab and she only bit when she’s was teething at less than a year and we used to yell at her to stop and now she won’t bite no matter what. Even if she gets knicked while grooming she won’t bite.

you have to rough play with them, fake fight them, and actually win (without harming them). lots of videos on how to do it safely. but you have to win, and let them fight again and again, so they understand their strength, and also understand your actual strength and respect it. set more boundaries. they will stop and interact with you differently.
