Ladies and gentlemen, today we are examining Colonel Chris Magezi’s statement against documents provided by Lieutenant Herbert Mabonga Matanda. Because when the UPDF spokesperson says one thing and the paperwork appears to tell another story, Ugandans deserve answers. After Matanda released footage that drew attention to his case, Col. Magezi took to social media and described him as a deserter. According to Magezi, Matanda was transferred to the Mountain Infantry Division Headquarters in Fort Portal in April 2026, failed to report and was declared absent without official leave—AWOL. That is the official explanation. But the documents raise questions about that timeline. Look at the screen. A food-ration request and demand form dated 7 September 2026 appear to show that Matanda was still receiving assistance through military channels. The paperwork includes a stamp and a signature attributed to Captain Davis Agaba. So, if Matanda was declared AWOL in April, why was military assistance still being processed in September? Who authorised it, and how does this fit with Magezi’s statement? You cannot simply call someone a deserter and expect the questions to disappear. Explain the paperwork. Now, consider the hospital records. The discharge form provided by Matanda shows an admission to Dr. Batta General Military Hospital on 2 May 2026 and discharge on 25 May 2026. Remember Magezi’s timeline: Matanda was reportedly declared AWOL in April. Yet these records appear to place him in a military hospital in May. April: AWOL. May: military hospital. September: food-ration paperwork. How does the military explain these dates? Who processed the hospital admission and discharge, and who authorised the later food-ration request? There is also a direct question for Col. Magezi: when he issued his statement, was he aware of these records? If he was not, why were they not accounted for? If he was, why did his public explanation not address them? The military owes the public a clear response—not simply a label that leaves important questions unanswered. Matanda has also described being held at a facility he calls a torture chamber. Those claims require an independent investigation to establish what happened, where he was held and who was responsible. The documents must be authenticated, and the officials involved should have an opportunity to explain the records. But the dates deserve scrutiny, and the public deserves answers. Ladies and gentlemen, we should not accept or dismiss a statement simply because it comes from an official. We should examine the documents, compare the timelines and demand explanations where inconsistencies arise. And this is only part of the story. Before we explore the wider questions surrounding Lieutenant Herbert Mabonga Matanda, let us look at his background, military career and professional experience. Here is his profile.
