there is a very good chance that jiraiya had issues forming it so he probably went through this path to actually form it with water balloons and normal balls. it may be a bad guess but it's mine :D

I don't think you need to be "taught" the rasengan if you understand Chakra to extent of a Jonin or better. They just may not have the proficiency or chalra reserves to pull it off. AFAIK. The rasengan is just collecting and rotating chakra. There's no hand signs or special techniques to learn. If your sufficient ability at controlling your own chakra, and enough of it to give form and density. Poof, rasengan. 🤷 While Jiraiya is supposedly teaching Naruto the rasengan, what he's really teaching naruto is better chakra control. 🤷

Jiraiya knows Naruto is well a dumb ass. He went for a simple method even an idiot could follow. He saw the stall for balloons he accidentally wrecked then bought them out as a sorry. Then he put those balloons to use

Minato tried to teach Kalashi and probably talked with Jiraiya about it.

Hear me out! Thinking about it, the rasengan feels like the best jutsu to have a teachable method like this due to one thing: it's simplicity. Not in execution. You definitely need to practice and learn a firm grasp on the fundamentals of chakra control for this. I mean simplicity in terms of what the rasengan actually is, just a ball of spinning chakra bring compressed. Again, simple in what it is, but challenging in execution. But because of that simplicity, and the jutsu just being chakra control, I feel like it's honestly a jutsu that'd help a lot of ninja better grasp chakra fundamentals.
