My city only accepts card payments for payment of the water bill, but charges a "convenience fee" to use a card. Make it make sense.

I think you didn’t address one point, which is there are multiple court cases about limiting the number of coins and if they are rolled. This has been tested in the courts and you didn’t bring that part up also, does legal tender mean mandatory?
