Guatemalan-American Congresswoman Delia Ramirez is putting a sweeping immigration proposal before Congress. 🇬🇹🇺🇸 The Illinois Latina lawmaker introduced the Reimagining Safety Act on October 13, proposing to abolish ICE and Customs and Border Protection—including Border Patrol—and dismantle the Department of Homeland Security. Her proposal would establish a new Department of Community Safety, with an emphasis on civil rights, disaster resilience, and community services. Among its major provisions: ▪️ End immigration detention and require detained immigrants to be released within six months of enactment. ▪️ Terminate immigration detention and monitoring contracts within two years. ▪️ End immigration ankle monitoring and agreements that authorize local police to carry out certain immigration enforcement duties. ▪️ Transfer immigration responsibilities to the Justice Department and require an enacted joint resolution of Congress before a person could be deported. The bill would preserve essential government functions: FEMA and the federal cybersecurity agency would move into the new department, TSA and the Coast Guard would move to Transportation, and customs functions would move to Treasury. It also proposes civilian teams—including social workers, medics, and interpreters—to receive asylum seekers, restrictions on government surveillance, and community violence prevention programs. Unused immigration enforcement funds would become available for Congress to redirect toward healthcare, housing, childcare, education, and other community needs. The legislation places a Guatemalan-American voice at the forefront of the debate over immigration enforcement and what safety should mean for families across the country. The Reimagining Safety Act remains a proposal, not law.
