Rachel loved her, and if you’ve read the comics you know that there WAS a possibility of them being together. Frank and Jefferson were predators (Frank was a dealer and an adult. Rachel was into drugs and a teenager). She was a troubled teen that was preyed on until she died, her feelings for Chloe were the last of her issues at that time.

rachel DEFINITELY loved chloe but wasn’t really in love with her like chloe was. i feel like she was just too lost in her own mind and all she ever genuinely wanted was to escape. everything was consuming her in a way that made it hard for her to like anyone romantically imo. she’s complex and that’s okay and that’s what i love about her character
