@user0926314: The most expensive part of opening a restaurant isn't the build-out. It's paying rent while you wait for permits 😩 California's AB 671 (in effect since Jan 1, 2026) adds a fast lane for restaurant remodel plan review. 3 things to get right before you start: 1️⃣ The fast lane: once a complete set of plans is in, the city has 20 business days to approve or deny, or the plans are deemed approved. Denied? Resubmit, and they only review what they flagged, within 10 business days. You can also have a qualified licensed architect or engineer certify the plans. It only covers restaurant remodels inside an existing building, not new construction. Every city implements it differently, so ask your building department first. 2️⃣ Health and fire: kitchen layout, hand sinks, floor drains and grease trap go through county health plan review, and the new law gives health the same 20-business-day deadline. Hood and fire suppression go through the fire department. The law doesn't mention fire, so that review works as usual. Prepare all three sets together and submit together. 3️⃣ Free rent timing: if your free rent starts the day you sign, it can run out before the permit comes. Negotiate for free rent to start at permit issuance, or a way out if the permit can't be obtained. ✅ Fast lane → Health + fire together → Free rent starts at the permit.
