I personally seen the prison system in the Philippines in person. My gf’s uncle is in prison there and we went there for a visit and it’s exactly as they say it is very very crowded and filthy. The prison system is on levels starting in the jails , Barangy jails they don’t feed their prisoners it’s up to their families or friends to bring them food, the cops I’ve seen torture prisoners for confessions we had a family friend who was recommended to us for a house caretaker and he turned out to be a thief and drunkard and stole gold jewelry from my gf and was caught the local police station stripped him bare and laid him on a metal table and hooked up batteries to his nuts and electrocuted him until he confessed then they let us beat him for punishment for stealing from us.
