I can understand why asterid wouldn’t want to move back to district twelve - where she would have to face the death of her friends, husband, daughter, childhood memories, and the literal ashes bodies and the town. If you choose to stay in your old life, you can’t live your new life, and there was nothing in twelve for her (besides katniss and haymitch obv) and i bet even looking at either of them would remind her of burdock and prim and everything she lost.
