Because his parents aren’t spies…Richard Parker worked on the spider project with norman osborne trying to cure his disease which norman betrayed richard and wanted to sell their research for a lot of money to another organisation in which Richard declined this norman had put a hit on richard. They had to run away hence leaving peter with his aunt and uncle…Richard then leaves with mary and his research hoping that they have escaped which leads to the start of TASM 2 showing they hadn’t and their co-pilot was actually a hired killer, killing mary & almost killing richard who actually ultimately survived the crashed and found peter again (deleted scene).
