I have read A Court of Splintered Harmony. it's not bad to read crescent city, but it is not necessary. they give a lot of context. this book is after all published cc. it's fine

Reading it without Crescent City is like watching a cross over episode of your favorite so but not watching the other shows cross over episode. You see your characters and get a gist for what’s going on while missing the big picture
