WWII didn't begin as a world war either. It grew out of regional conflicts, and even today countries don't agree on when it started. For China it began in 1937 (some say 1931), for most of Europe in 1939, Russia counts its war from 1941 and quietly skips the years it cooperated with Hitler under the Molotov–Ribbentrop Pact, and the US joined in December 1941. For us Czechs it arguably started with the Munich Agreement in 1938. Even the Axis wasn't formalized until 1940. Alliances and the "world war" label came later. So the absence of clear blocs today proves nothing.
