The Finnish Immigration Service has cancelled residence permits for more than 1,000 non-European Economic Area students during the first eight months of the year. This marks a dramatic increase compared to previous years, when cancellations remained in the hundreds. Surprisingly, only 21 such permits were revoked in 2023 and 341 in 2024, but the number has already reached 1,180 in the first eight months of 2026. That is very high compared to previous years. Immigration officials report that insufficient academic progress and missing credits are the primary reasons for the revocations. Financial difficulties also play a major role as students struggle to pay high second-year tuition fees. Tuition fees for international students in Finland typically start at around ten thousand euros per year. Students who fail to pay these fees lose their classroom access and their legal right to remain in the country. The sudden loss of legal status has prompted more than 200 students and their family members to apply for asylum in Finland. This unexpected migration shift follows a period of rapid growth in international enrollment. Following policy changes in recent years, non-European student numbers doubled after 2020. Last year, Finnish universities and colleges hosted over 32,000 foreign students. Finland introduced tuition fees for non-European and non-EEA students back in 2017.
