@knowledgedome: U.S. Vice President JD Vance said in October 2026 that the United States does not have a formal alliance with Ukraine. Speaking to media outlet 2WAY, he said Ukraine is a partner, but it is not a NATO member or an official U.S. ally. He also repeated his opposition to Ukraine joining NATO. Vance said the U.S. and Ukraine do not always have the same interests. He criticized Ukraine’s attacks on Russian oil and diesel facilities, arguing that they can push global energy prices higher and hurt American consumers. His comments have also brought attention to the 1994 Budapest Memorandum. Under that agreement, Ukraine gave up its Soviet-era nuclear weapons, while the U.S., UK and Russia promised to respect Ukraine’s independence, sovereignty and existing borders. However, the Budapest Memorandum was not a NATO-style defense treaty. It did not require the U.S. to send troops to defend Ukraine. Critics still argue that the agreement created important moral and political responsibilities for the countries that signed it.
