Newport Beach declared a local emergency after an El Niño-driven Kelvin wave and remnants of Tropical Storm Rachel helped push ocean water onto streets along the Balboa Peninsula for two consecutive days. City officials are now looking at longer-term strategies for worsening coastal flooding and beach erosion. Meanwhile, EPA rescinded the federal Greenhouse Gas Endangerment Finding in February, removing the scientific finding that had underpinned federal greenhouse-gas regulation of vehicles. But changing federal policy does not change the physics at the shoreline. The tide still rises.
The ocean still warms.
