As someone who works in the water and waste water industry on the software side. Please note that every piece of equipment has the option to run in hand where it can be ran manually by a person. So while, yes, it’s possible for them to shut down the infrastructure on the software side. It wouldn’t completely shut down a plant. Also, the US has put in multiple security to change the firewalls in the system systems so they are not as vulnerable.
