EXPLANATION OF MY NO VOTE ON THE PROPOSED 2027 NATIONAL BUDGET Rep. Rachel Marguerite “Cutie” Del Mar Monday, 12 October 2026 Mr. Speaker: I vote NO because I cannot, support a budget that raises serious concerns about fairness, accountability, and the urgent infrastructure needs of the highly urbanized city I represent, particularly my flood-stricken district. I vote NO because our allocation has declined dramatically, from ₱1.774 billion under the 2025 General Appropriations Act (GAA), to ₱1.306 billion in 2026, and now to only ₱492.250 million under the proposed 2027 National Expenditure Program (NEP). This represents a reduction of approximately 62.33% from our 2026 allocation and 72.25% from our 2025 allocation. I vote NO because ₱280 million in 2025 infrastructure funding that was awaiting the release of the Special Allotment Release Order (SARO) will reportedly no longer be released, despite my efforts to approach various individuals and offices to seek assistance. After exhausting these efforts, I was informed that the funding would no longer materialize. This raises a serious question: What happens to the projects that were supposed to be implemented and, more importantly, to the constituents who were supposed to benefit from them? I vote NO because another ₱642.958 million from our 2026 allocation remains unreleased. Our city deserves a clear accounting of these funds, an explanation for the delays, and concrete answers regarding the status of the projects for which they were appropriated. I vote NO because my district continues to suffer from recurring floods, and our people urgently need effective drainage systems, flood-control infrastructures, improved waterways, and resilient public works. Flooding threatens homes, disrupts livelihoods, damages property, and puts lives at risk. These are not optional projects. They are essential investments in public safety, economic security, and human dignity. How can we adequately protect our constituents from recurring floods when funding for critical infrastructure remains uncertain and our proposed allocation continues to shrink? I vote NO because the substantial reduction in our district's infrastructure allocation raises serious questions about whether the proposed budget adequately addresses the needs of our people. As a highly urbanized city facing recurring and severe flooding, we require sustained investments in drainage systems, flood-control facilities, waterways, and other critical infrastructure. Budgetary allocations must be guided by objective considerations, including population, infrastructure deficiencies, disaster vulnerability, and the urgency of public needs. Our constituents deserve a clear explanation of how these priorities were evaluated and why funding has been reduced despite the continuing need for these essential projects. I vote NO because our constituents deserve more than appropriations on paper and assurances that never translate into completed projects. They deserve transparency, timely fund releases, functioning infrastructure, and meaningful protection against disasters. My position is grounded in my responsibility to the people I represent. I seek a fair and needs-based allocation of public funds, a full accounting of previously approved appropriations, and the timely implementation of projects essential to the safety and welfare of my constituents. These are reasonable expectations that every community should be entitled to demand from the national government. My position is simple: The city district I represent deserves fair consideration in the allocation of public funds, particularly in addressing our urgent flood-control and infrastructure needs. Equally important, funds already appropriated for our constituents must be fully accounted for, and any delays or failures in their release must be clearly explained. I vote NO because I cannot ask my constituents to accept a drastically reduced allocation while their infrastructure needs remain unmet, their com
