Empirical fact? Hmmm, there's nothing to support that capability proposition other than sheer size. Their military has a very limited power projection capability (which is the main axis that determines power in its broader neighborhood). The PLA is untested against any near-peer adversary in modern warfare. China being "the most capable military" categorically cannot be "an empirical fact".
