Regardless of who governs the country or the State, there are some things that do not change. The hanky panky goes on. Take the water department of each municipal council, for example. The appointed contractor goes around and creates business out of thin air. They would dig up the road in front of your house, and claim that there was a leak even though it isn't any. They would then submit their claim and it would be approved without any problem.
