Rescue operations entered a second day after an airstrike on a humanitarian aid distribution site in southern Ukraine. Speaking in Berlin on November 3, President Volodymyr Zelenskyy said 33 people had been killed in Komyshuvakha, five had been rescued and more than 50 might still be under the rubble. The UN Human Rights Monitoring Mission in Ukraine said Russian forces struck a school building with multiple aerial glide bombs on the morning of November 2, as civilians gathered to receive humanitarian assistance. Local authorities had publicly announced distribution at the school between 10 a.m. and noon. The building, near the front line, was no longer operating as a regular school and was being used for aid distribution and shelter. Local officials reported two waves of attacks. Ukraine’s emergency services said two rescuers and four police officers were among those killed after arriving to assist residents. UN monitoring mission head Danielle Bell said the timing and location of the distribution were well publicized. Russian forces either knew aid was being distributed or failed to take basic steps to establish what was happening there, she said. In either case, the attack appeared to violate fundamental principles of international humanitarian law. The mission reviewed photographs and videos and found the destruction consistent with powerful aerial bombs. It was still verifying the exact number of civilian casualties and emphasized the duty to take all feasible precautions to avoid and minimize civilian harm. Search and rescue operations remained ongoing in the sources reviewed. This report attributes the updated figure of 33 deaths to Ukrainian officials. Missing people are not counted as confirmed dead, and casualties from separate attacks elsewhere are not added to this incident’s toll.
