Sounds more like the father wants full custody before the baby is weaned and is trying to locate the person who can facilitate actually caring for the baby so that he can control the whole situation. The list of requirements is long because the absurdity of taking a nursing baby away from its mother is obscene, so the hired help should have better credentials than either parent. it's all ick.
