No the best way to use it is after you break they guard. You hit them regularly and when they get the guard back you use it for the stun and extra damage

You don’t want to use power surge directly after breaking the enemies guard, it’s a waste because you can hit them with anything then. Better to save it up and use it just as the enemies’ bar fills again so you can continue smashing them and get closer to breaking their guard again.
