Semei Kakungulu (1869–1928) is remembered in Ugandan history as a powerful military general, a key British colonial collaborator, an environmental pioneer, and the founder of the Abayudaya Jewish community. Extension of British Rule Colonial Agent: He acted as a leading general and agent for the British Empire, helping expand British administrative and military control into eastern and northern Uganda (including Busoga, Bukedi, Teso, and Lango) Administrative Systems: He introduced the Buganda-style administrative structure, set up local councils, built forts and roads (such as the Mbale-Tirinyi road), and trained local chiefs. Controversial Actions: He helped capture and exile King Kabaka Mwanga of Buganda and Omukama Kabalega of Bunyoro. Although he aspired to be king of the eastern territories, the British denied him the title, leading to a falling out.
