My daughter was cotton candy last year! She was in the NICU so I didn’t have a lot of options. I hand dyed the fluff (i don’t remember what kind 🥲) with food dye at the Ronald McDonald house, dried it using paper towel and then hot glued it to a onesie! I did dye my hands pink for weeks, but she was a little cutie so all was well!

put glue and water in spray bottle and spray the fluff with the water and glue mixture spray it on wait a little bit and put the blue powder on or if it got blue eyeshadow you can use that it might take some time but it should work hope it helps good luck
