Under Article 37 of Income Tax Amendment Proclamation No. 1395/2017, the withholding tax threshold for goods is Birr 20,000 per transaction or supply contract. Please clarify whether the Birr 20,000 threshold is calculated inclusive or exclusive of VAT. For example, if the total invoice amount is Birr 21,000 inclusive of 15% VAT, is 3% withholding tax applicable? Thank you.
