Didn’t happen where I live in Vegas fact I saw the dark clouds that saw rain and I was from West side of town to the other and back again and it didn’t rain or flood like that

This has been happening ever since it was a desert. Not every year, but you get some really big storms. Every couple of decades. that's why they have all the underground water diversion. i remember some of the casino parking structures were used for flood abatement

Flash flooding is why you do not live on the east side of Vegas. All the rain from the entire city goes downhill from the west into the east unless you like living in a bathtub, don’t move to the east side of the fucking city.
