the tau weren't even around for the Horus Heresy. they have only been exploring and expanding for roughly the last 1000-2000 years. first seen 6000 years from a scout ship and by the time the ministorum got the information a warp storm had cut off the tau sector keeping them safe and sound to start evolving and started expanding.
