According to Governor Greg Abbott, grid connection requests now add up to 474 gigawatts, more than five times the state’s record demand, and about 90% come from data centers. This summer Abbott hit the brakes: in August he froze new data center connections pending a review, in September he added a ban on environmental permits until the state figures out their water and power use. But Texas hands out some permits through a website, automatically, no human involved, and nobody told it about the ban. Two days after the order, OpenAI’s Stargate data center got a permit, and watchdogs found more than 15 cases like that. Once it came out, the state suspended 17 permits and shut off auto-approval, so staff now check each application by hand. AI runs on power and water, and there isn’t enough to go around. Texas has more data center capacity than any other state, twice as much as Virginia. If even Texas is slowing down, new data centers will take longer to build.
