It’s like adding cold water to hot water. There’s still hot water there, but it’s blended with the cold water and now it’s only warm water(even though the amount of hot water in the warm water is the same)

Correct. Two separate things. Total load which can hit later and local concentration which hurts the mouth and throat. When an extreme heat hot sauce is too hot I add normal hot sauce to make it more tolerable. 😁
