I disagree. Steve was worthy, but until he had the confrontation with Tony over Bucky killing his parents, I think there was a block for him filling lifting Molnir, then in Endgame he fully was worthy.

I still stand on my idea that the Stan Lee cameo should have been him cleaning after the party and he lifted Mjolnir to get something from under it then set it back down and walked away like nothing happened.

He wasn’t worthy yet in AoU. He still held the secret of Tony’s parents. He couldn’t lift the hammer yet. But Thor knew he would be. Once Tony and Cap reunited and made amends that’s when it happened. When Tony gave him back the shield in Endgame, that’s when Cap was worthy.
