Tom Garrett to demand an investigation. The official certificate bears the governor's signature and states that Biscuit's criminal case was reviewed before her rights were restored. Now Garrett wants to know how a deceased family pet made it through the state's vetting process, just days before Virginians vote on a constitutional amendment concerning voting rights for people with felony convictions. The dog's owner has a response of his own, and there's another detail about Biscuit's family raising questions.
