Raffia Arshad, a British-Pakistani legal professional, made history in May 2020 when she was appointed a Deputy District Judge on England’s Midlands Circuit, becoming widely recognised as the UK’s first hijab-wearing Deputy District Judge. Her journey included a defining moment in 2001, when a family member advised her not to wear her hijab to an interview for a scholarship at the Inns of Court School of Law, fearing it could reduce her chances of success. Arshad chose to wear it anyway, explaining that she did not want to change who she was to pursue her career. She succeeded in the interview and received a substantial scholarship, which she later described as one of the most important early steps in her professional journey. After graduating in law from Oxford Brookes University, Arshad was called to the Bar at Middle Temple in 2002 and joined St Mary’s Family Law Chambers in 2004. Over the following years, she built a career specialising in family law, including cases involving children, forced marriage, female genital mutilation and matters relating to Islamic law. She also authored a leading textbook on Islamic family law, contributing to legal understanding of issues affecting Muslim families. Despite her professional experience, Arshad spoke publicly about being mistaken for a court interpreter or client because she wore a hijab, highlighting assumptions she encountered in the legal environment. Arshad said she hoped her appointment would encourage more women, particularly Muslim women who wear the hijab, to pursue careers in law and other professions. She also emphasised that she had been appointed on merit and wanted to help make diversity more visible within the judiciary. In November 2022, she was appointed a full-time District Judge, officially taking up the role on the Midlands Circuit at Derby Combined Court Centre. Her career has since become an important example of professional achievement while remaining true to her religious identity. Disclaimer: This report is based on official information from the Courts and Tribunals Judiciary and published interviews and reporting by The Independent, The News and other media outlets. Details of the 2001 scholarship interview and her experiences in the legal profession are drawn from her public accounts. Her historic distinction is specifically as the first widely reported hijab-wearing Deputy District Judge in the UK.
