Most of this speech is merely about titles and not substance, what it really comes down to is what and who is intended by this word scholar and often times tulaab and shuyukh are used interchangeably. I believe when people are saying there are no scholars in the west the are referring to a mujaahid mutlaq( a great scholar capable of performing ijtihaad in all affairs of the Deen).Also some people who you may look at as scholars are just students in the presence of the kibaar. Do this is a very nuanced issue.
