As a retired police officer I can tell you that you should always sign a complaint. Reason: every level of the justice system treats each as a first offense when you reach each level. Meaning kids get two many breaks so when they finally get held

Thats more than fair giving them a chance. Its good to understand that children are not adults and may kot fully be aware of what their actions can do to other people. I know at 14, I knew plenty of right from wrong, but I didnt understand the nuance that comes with that, along with not fully understanding how my actions could've effected others.
