nothing justifies this, residential area so 20mph or lower speed, if you hit something get out and see if things are okay and get help if not, also they would have to be going fast asf or just not have stopped and kept going after the hit.

2 things can be true… absolutely horrible that the driver did that and drove away. However this could’ve been prevented if the dogs had a fence, in a back yard or just somewhere secure.
