I guess there were behind the scenes discussions with a set of requirements to prevent expulsion from the university and potential deportation and one of this prerequisites would be you need to apologise. In my book apologising because you have to is not the same as apologising because you actually feel as though you need to. I will let you decide which category this apology falls into. If you do something bad there has to be a consequence and a simple apology cannot undo that. You are forgiven and thank you for your apology but unfortunately the consequence of your action is that you have to leave.
