You should keep bottom rail up about 4 inches so you can sweep under it,leaves will collect against it

I would have left the bottom of the wire on the same with the top stronger hold

Way too much work. Just attach to the supports on each end with a smaller support in the middle. Boom. Done.

Hell no, can't sweep under it. should be 3 1/2" off the floor. I've done several of those

Instant rot channels. All those holes in the top surfaces of your lumber are just gonna drain water in to the interior of the wood and cut the lifespan. How do I know because the person who built my deck built the guard panels, the exact same way as you did and now it’s nothing but shreds and fungus
