they should have to return it with a receipt why should one store have to give money back that another store collected the five cents from it actually makes some type of good sense so other companies who collect the money should have to give the money back they should not just keep it as a bonus so yes a receipt would help out businesses about giving more money than they should have to cuz they didn't collect all that
