@nbcconnecticut: A video is circulating online of Governor Ned Lamont appearing to show him tap a camera of a reporter at an event on Halloween.   The newspaper, The Connecticut Centinal" says the video shows a reporter approached Gov. Lamont with a question and that's when the interaction happened.
