The foam covers provide an area of air around tap that helps keep warm to prevent freezing. The bags eliminate that area of air and may freeze easier. But regardless, turn off water supply and open tap to drain.

Shut the water valve off in the basement that goes to your outside line, if you don’t have a shut off file on the inside for that, you should have one installed

That is absolutely a frost proof spigot……assuming it was installed properly to allow the water to drain out.
