ATC recordings are public records, and they capture all communications between an ATC center and an aircraft. They’re accessible to the public at any time, black boxes, on the other hand, are stored inside of the airplanes and capture all noises inside of the cockpit, need to be found and reviewed before having the recording released to the public.
